It's a miniature crab apple, I think Malus Sargentii, not sure of actual name, though it's definitely a tree rather than a bush which several of the Sargentii seem to be.
I vaguely remember the word "Snow" in the name but I could be quite wrong. It has pink buds, opening into white flowers and later tiny bright red apples, about the size of cranberries, and much loved by the tits.
