Mandevilla splendens 'Red Ridding Hood' is very widely grown in Southern California. It looks good as a low hedge...like in the pic. Photo taken Nov. 27, 2010 on Coronado Island, CA.

It's very fast growing. It has to be cut back regularly to be kept as a small shrub like this.
