Yes it's definitely blooming but it's been attacked by something or other. You can just see the white dots on the leaves. I'm not sure what it its. I've tried soapy water, blasting with water spray, confidor and white oil.

The white dots are barely noticeable. Good luck getting the dots under control. You may want to try a systemic pesticide as a last result.
