Yellow Oleander is commonly planted as a large shrub or tree. It very drought tolerant and grow along the freeways here in San Diego, CA. Photo taken on Labor Day in downtown San Diego, Sept 5, 2011.

Yes, this Central American shrub/tree is very poisonous in its natural form. However, it's used medicinally.
This shrub/tree is widely planted along the freeways like Oleander...although, not as commonly planted as Oleander.
