Clematis Jackmanii ?

Why is it only flowering at the top?

I did - I only left 6 inches from the base. Befuddled. The other clematis which is planted in the ground next to it has only had 2 flowers on it and although there are lots of buds, they too are at the top. Both plants are about 5 years old now and I wondered if I need to do anything.

Are they like roses, do the stems need to be trained more horizontally to encourage flower buds to form lower down ?
