Yes it is.
It's actually a variety called rubrispinus, because the spines are red.
I've got photos of one flowering, in two blogs called 'The Teddy Bear's Ears' and 'A Colourful Display' ... which I wrote last summer.
The succulent in the same pot is Crassula perforata :o)
