It is a phormium -New Zealand flax. Tough as old boots and grows to a huge size, see picture on my photos page 3rd row down 4th from left with cottage in back ground. Note in that picture there are red sunflowers growing with it. The phormium has the long spikes that reach well over 6 feet tall.
I have hacked it right back this week to try and keep it under control.
