The leaves and berries of the plant are toxic to humans, cats and dogs but not birds.

Yes, especially to cats and dogs. But the colours....blue and yellow.... are lovely together. Not for people with pets or children as the matter of fact.

Even though this shrub or tree is toxic it is very widely grown here. Even in the parks there's so many large tree-sized ones.
I like this shrub/tree except for the little thorns.

It's a lovely vine but too much hassle to keep happy here.

This isn't a vine. It grows as a shrub or a tree up to 30' (10m) tall.
Maybe you're thinking of the pendulous branches?
