This Jacaranda tree which is located around the corner from me has been flowering since the middle of March. It's already starting to put out leaves. Many of the millions of Jacaranda tree here in San Diego are in full bloom right now. Photo taken April 14, 2015.

Balcony:
Yes, the first Jacanda trees start flowering in mid-March. The Jacaranda trees will flower until late June and sometimes into early July, depending on the tree.
Most flowering plants/trees are a month a head of schedule. This is due to the unusually warm to hot winter here in San Diego and the rest of California. This is the second winter of unusually hot temps.
We do have many tropical trees which flower in winter, though.

Marguerite:
Luckily, Jacaranda trees are drought tolerant. Although, they do grow best with some summer water...especially young trees.

I would love to add this to my garden but it is just too damned cold here!

Yes, it definitely would not grow there. Large trees are pretty hardy young trees are very tender.
When you read Wikipedia on Jacaranda mimosafolia it says the tree is hardy to −12 °C (10 °F). I find this very difficult to believe. It references trees growing 30 miles east of Los Angeles (I'm guessing it's in the higher foothills or mountains) because it doesn't get anywhere near that cold in the lower elevations around Los Angeles.
I know of many cases of large, mature Jacaranda trees dying at 19°F (-7°) or freezing to the ground (mostly in inland Northern California).

Driad:
There's no fragrance on this tree. The winter-flowering Bauhinia x blakeana (Hong Kong Orchid Trees) are very fragrant. It's commonly grown as a street and landscape tree here in San Diego.

It looks great! It's been in flower for some weeks then. Around here we mostly have flowering Cherry trees & for 2-3 weeks they look really stunning!
