I've posted the latin name for the plants Klahaine. This is actually in the Aster family.
Whats different about this is the choice of a drought- although still needs watering- groundcover that's a bit unsual compared to the usual ice plants or low shrubby Junipers.
I think they made a mistake with the tree's. What this plant does not want is shade or large leafs smothering it in the fall.

Klahanie- Vancouver under snow I see-lol. A nice fresh soda of tuna(cactus) juice sounds so much better.
I can almost feel that part of mexico from your pics...the dry warm roads..the quiet.
The tortoise race instead of the rat race here.

We also have great parking lots landscapes in our area on Vancouver Island, Stan.
Sounds like a prerequisite for new commercial development there.
