This is nearly impossible to kill. I just take a chainsaw to it and all this new growth comes back. I expect the new branches to grow about 6 feet this year (which is why I keep "pruning" it).

You could tie a piece of black plastic over the stump. No light,no growth-lets hope.
I have a Oleander- it of 100 stumps- and i cut it.spray it,..wont die. Its right at the corner of the front yard too.

This is part of my defense line against the wind; but it gets tall and then blocks the sun to my daylilies, so I have to cut it back in the spring. It seems I do a lot of pruning with a chainsaw.
