Interesting, I've got a Catalpa by this name but it's a tallish tree, also known as Indian bean tree. Your's looks like a shrub, must be a relative. Welcome to GOY.

Catalpa can be grown as shrubs, just need to prune them back hard enough each year, in fact the leaves are often larger when given this treatment.

Terratoonie, depends on the plant, Cotinus 'Grace' is another that benefits from hard pruning and produces larger leaves as a result.
