Milky:
Your Plumeria plants looks healthy...you may not have to wait 3 years...sometimes they bloom in 2 if your lucky.

Yes, only sometimes. Generally in a heated greenhouse or in the tropics.
It is actually best to get a cutting whenever possible...because usually they will bloom right after the plants have rooted (my personal experience).
I know you may not have the access to cuttings like I do...as I have large Plumeria trees growing all around my neighborhood. Plumeria cuttings are sold via the internet though.

Well Andy...as it happens...I have a friend who has a property in Barbados, and has them growing in her garden, so the next time she goes, she is going to bring me some cuttings back.......Nice....
