Yes Eryngeum is also known as sea holly. I'm hoping to have some this year since I just put some seeds in. (I smuggled them out of UK last year)

Looks like Eryngium x tripartitum to me.I have it in my garden

My Sea Holly will be three years old this year. It gets better and better. One thing I know of this plant is, you never, ever move it. Once it is planted, thats where it stays. I think for two reasons, 1.) The plant will die, and 2.) Your fingers will hurt :-)
