This Pink Trumpet tree is just starting to bloom in Balboa Park, San Diego, CA. Photo taken June 22, 2009.

Yes, it is...this species seems very different than most of the other species of Tabebuia...as it appears to stay pretty much evergreen and the flowers are pastel pink.

Exactly - this is the one that the council uses for footpath planting probably because it is evergreen.

Yes, it appears to be a very clean tree. Unfortunately, I don't see a lot of these trees planted here in San Diego. I'm not sure the reason why...because they are such beautiful, nicely-shaped trees. They seem to be very dought tolerant also -- which is an huge advantage here.
