the leaves on my capsicum are turning over why is this?

I know what you mean by 'leaves turning over'
I am growing capsicum in the greenhouse,for the first time,and the leaves seem to be turning inside out ! they look very healthy otherwise
The first flowers are beginning to open and i think they will need hand pollination. I also planted some of the same batch outside in the garden and they are way behind ,looking stunted and with slow growth,no sign of flower buds on those.

Still very early for capsicums especially in the north west. Our outside peppers are only just getting going here and we are in central France! I would pull the flowers off as they are trying to fruit rather early, otherwise you will have tiny fruit and the plant will give up.
Once the summer gets going and you have a much larger plant you can let them flower then. I would give them a feed too of general tomato fertiliser.
