Something is wrong with my agapanthus plants. The plant themselves appear to grow normally and well, but the flower when it comes does not form a conventional blue ball but has only a few blue stems that droop miserably. What am I doing wrong?

They get a genereous amount of sun and do not dry out. I put the usual compost etc in the planting hole but the surrounding soil is chalky clay. Any ideas?
