Need rabbit proof plants for a border outside a cottage, netting/fencing not allowed.

They don't eat Foxgloves, there are many poisonous plants that rabbits know not to eat.

you say that netting is not allowed then try using peastick in and around or if you have access to willow/hazel stems then use them as a 'cage' over the plants once they get growing they tend to leave them alone. I have seen this sort of thing at RHS Harlow Carr garden as a means of protecting and support. It looks very rustic.

I don't know of any plants that are rabbit proof, plant anything you like Cover it with wire netting initially, to try and keep the rabbits away from your grounds.
