D.G.Hessayon does a 'Rose Expert' book. These are very informative and brief and inexpensive. It depends if you want cultivation advice or lovely photos. The David Austin rose book is lovely but mostly deals with his varieties.

Which ever you buy, I'd go for a recent publication as things have moved on since I bought mine.
