The leaves are covered in what appears to be a coating of black soot which rubs off to expose the green leaf and the underside has little black dots on any idea what it is and what treatment i can give The bushes are at least 20 yrs old ???

Sooty mould, usually caused by greenfly leaving sap on the leaf surface for the mould to grow on. Clear the aphids and use a fungicide on the mould.
