Are nigra bamboo plants frost free

They are normally sold as fully cold hardy, but someone I know bought one about 6 -7 feet high last summer and thinks it has not survived this winter.
This was outside Edinburgh.

I am based in Edinburgh and I had bought one of the same sized plants and mine is OK but not looking that great compared to another species of the same size but different type I planted beside it. Possibly it was one or two degrees warmer where I am which might explain why mine survived, I don't know enough people with them to compare how they fared through the winter.

One website described them as hardy down to -20C, it probably reached that in Edinburgh this wintermbut maybe was colder than that outside the city.

Ive got a bamboo and that has NOT been attacked by frost or snow this year.
My friend has 2 or 3 bamboos in her garden and they have not been attacl=ked by frost neither
