Fuchsia, hmm, looking at the top picture I don't see a 'bush' but a more rampant plant spreading by rhizomes. Japanese knotweed or himalayan balsam spring to mind, especially if the soil is damp.

Never realised that Fuchsia and Phygelius were so alike. I think Phygelius also due to the extent of the growth.

I have to confess that my first thought was the same as Bulba.
I had a look outside at both my inherited Fuschia and the bought phygelius.
Conclusion: phygelius.
The leaves are rather lax whereas the (mostly hated) Impatiens glandulifera has a stiff leaf.
Do let us know later in the year when flowers appear.. :)

It is most definitely Phygelius, as Derekm said right at the start. Its common name is Cape Fuchsia, and its a right pain to get rid of, I'm still struggling with it...

Hi, welcome to GoY, it looks to me like Phygelius, it is sol in garen centres, it gets tubular pinky/red flowers, unfortunately it can grow a bit rampant, and is quite hard to get rid of, once it gets going, common name is 'devils tears', {that's when you're trying to get rid of it}, Derek.
