Lockyer Fuchsias do mail order for cuttings and have Texas Longhorn in their catalogue but you must order at least six cuttings and pay carriage of £5.50 for up to 8 plants.
They are based in the Bristol area - you may be able to collect direct if they are not out exhibiting.
