I had the same with my Bay leaf but mine is in a pot,I brought it inside and washed each leaf with washing up liquid and warm water, thankfully that has done the trick and is throwing nice healthy leave out. If it is planted in the garden just sponge as much as you can, it's worth a try.Good Luck
