I have lilies in an outside pot can I leave them outside over winter?

I do but you need a sheltered spot and make sure they are well covered with extra compost.

Let them die back naturally. When the leaves turn brown, then you can cut them off. Keep it watered too.

True, lily bulbs never go fully dormant, so they need constant moisture, just less when they are dozing.
