I'd assume you pruned them back too far earlier in the year, or you pruned them after spring (after flowering) last year - is that possible? Pruning should consist of trimming back last year's flowerheads and any dead stems once growth as started, usually in April, and no cutitng at any other time. They're flowering at the bottom because that's where you didn't cut, if you did cut.
