Robin's Pincushion Gall, caused by gall wasp. Nothing to with a robin but eludes to Robin Goodfellow a mischievous sprite.

it is a plant gall called Robin's pincushion andnothing to worry about. the rose has been affected by a gall wasp and the plant produces this growth to protect itself. the gall larvae are inside this and develop in their until they emerge as adults.
you can prune it out or just leave it as a curiosity.
