It’s in a dry bed, the leaves look like Hollyhocks leaves?

I was thinking that it looked like an early stage flower stalk on a hollyhock, myself. Blooming in the second year would be in character, too.

I first thought hollyhock or a related flower like one of the mallows. certainly 2nd year is right for hollyhock as Tug says.
