Traditional time is between Nov to March.How to prune depends very much on age of tree if young tree different process to large established one.
If a young tree all leading branches can be cut back by half to just above an outward facing bud.This stops branches growing back into crown of tree and becoming over -crowded.
Older trees require pruning of lateral branches - those off main branches to about 4 inches.Again noting direction of growth bud. Hope this helps.
