Does anyone know what's wrong here?

My Grandad has a Conference Pear tree in his garden. The fruit is fine, however, about a third of the leaves are like the picture I've attached. Does anyone know what this disease (I assume) is? What can be done to sort it out?

Just found this extract in a Readers digest encyclopaedia of garden plants and flowers.
Another book say's to spray with thiophanate-meythyl at the end of March.
