It's freely available everywhere. It grows well and can be confused with forsythia intermedia hybrids. Beware, once settled it will tend to travel and can take some digging out to remove it. For all that it is a handsome plant esp. the double varieties. Have you checked out Forsythia 'Fiesta' on your side of the Big Pond?
