I have some overgrown ornamental grasses in a rockery.When can I cut them back?

Two years ago I cut them back in Sept. but they didn't grow for ages, so I left them lastt year and they look dead and very tall.

The right time to cut down deciduous grasses is late winter or early spring, before the new shoots start to appear. So as Trees says - do it ASAP!
