I have a 12 foot crab apple tree which this spring budded, bloomed and blossomed in the top half of the tree but only budded in the bottom half and therefore is very bare, is the tree dying or will it pick up next spring?

the top half probably just got more sun so the flowers survived the cold better. frosts as Dr bob says.

I would say the lower part of your crab apple has been frosted, It will recover. I doubt that it is dying.
