It's a hardy (ish) annual/biennial Delonix.

It reminds me of Crotalaria agatiflora - Canary Bird Bush or tree. Does Canary Bird Bush grow there? I know it's native to tropical Africa; however, it's really hardy!

Yes, that's the one.

It used to be much more common; available in every nursery. I don't see it available too much, anymore (or I just don't pay attention to it. lol).

It's one of the few shrubs which has chartreuse flowers.

I know. I just thought I'd help you out. I think the dry garden in Balboa Park has this plant. I'll check it out.

This shrub can produce copious amounts of seed...like most shrubs/trees in the legume (pea) family.
