Looks like it could be L. siphilitica or 'Kompliment Blue', both of which are 'hardy', (spritz will disagree on the hardiness so I will put it in quotes)

They come in lots of different colours - blue, white, purple, red and pink. There are pictures of them in my blogs on Gardens of Ireland (in Dublin Botanic Garden) and Private Gardens of Cornwall blog (at Poppy Cottage)

I find hardiness to be greatly improved if you leave the spent flower stems on for the winter. The stems are hollow and water running down the exposed holes (if you've cut them off) rots the plant from the inside out. Seems an odd concept as they are very much at home in damp soil, but I guarantee that this approach works.

Absolutely essential approach (in my opinion) with Queen Victoria.
