To be truthful it's a bud that has developed very, very slowly all winter. I accidentally broke off a bud while moving it around in the mini-greenhouse where it has spent the winter. :(

I'm now making another Fuchsia standard, this time with 'Beacon', a variety I made 3 standards of many years ago & that were killed during the winter of 2009-10.

Thanks for that, Shirley! Just a few days ago I put in a longer cane to guide the stem until it becomes wooden. Later, at the end of May probably, I will put it in a bigger & heavier pot but I won't let it flower this year, I want all its energy directed into growing. When the main stem is just over a metre (3ft) tall I shall take out the growing tip t encourage some branches to form which will then carry flowers next year. :)
