No Scotkat The buds are there but none are opened yet Hopefully soon......

Milky would this be good to grow up an arch? What variety is this one?

Great...To be honest I dont know which variety this one is, and Im not sure if you could train it up an arch....Thinking about it, I would see no reason why not, as ong as pruning and tying in was done.....might be worth putting it on the question page to see if anyone has trained a Camellia up and arch, or whether there is a climbing variety......
