why have my potato plants not flowered

I planted some potatoes in a planter and on a raised bed but none of them are flowering yet and are starting to go over should i dig them up or leave them a bit longer?

We usually grow our tatties in the ground as an experiment we grew some in 'potato bags' result - tatties much smaller than those grown in ground and far more work to look after! We will not repeat this experiment :-)
