My kniphofia is done blooming and now there are small plants growing out of the old flower stalks.

These baby plants don't appear to have any roots. How can I harvest them?

This also happens to Daylilies, and they are known as proliferations. Check out my blog 'The Dayliliy Article #2'. This will give you full details of how to strike proliferations. It's good fun and very satisfying and a really costsaving way of increasing plant stocks.
