why have my poppys developed what look like flower heads

i planted some shyama poppys in my garden about 9 weeks ago,they have reached a height of around 11" but look as though they have developed flower heads,is this normal?if not why have they done this?

Sounds as if they're going to flower - lucky you, its a bit late, but they've not been in that long, so this might be the first time they've got big enough to flower. Enjoy them.
