Phormiums are good but, on a balcony, best in tall, narrow pots and will need turning out, cutting in half and repotting every 2 years. Yucca filamentosa (but make sure you de-spine the tips of the leaves), Callistemon "Splendens" if its sunny, Rosemary (if you cook!)
