A problem with one of my acers this spring

Hi - I'm having a problem with one of my acers this spring. It appears to have flowered but all the leaves have emerged curled and withered. There is also a silvery residue on the branches but this is not new. I have three other acres in the same area and they are all fine. It is partially shady and sheltered.
