Hello Imherself. You don't say which State you are in but I assume that it is in the ground not a pot. Pruning bay trees is easy – they can be kept to any height and width if pruned regularly. Use secateurs to simply snip the excess foliage away to form a circular shape. In other words just about anytime except during or just before a hard frost. If it is in a pot then that should limit its growth anyway so it shouldn't need too much. I usually let mine (in the ground) go for a while then prune it quite severely and give the off-cuts to local cooks. Sweet bay is more than ornamental of course.
