My Acer 'Flamingo' is too tall at 10 feet . . . would it be OK to prune it now, or should I wait until the Spring?

Very early spring - as you need to see where you are pruning and I find this Acer seems to suffer from harsh frosts, so you can see any dead twigs. Visualize the shape that you can see within the tree and prune it back to maintain that. If that means whole branches then so be it.

I would wait till the spring, can be cut back hard too! then periodically pinch out growing tips during the season, produces better young colourful foliage that way.
