Peony

I have two peonies planted together and treated exactly the same. One has several buds, the other is only about 10 inches high. Could this be to do with the depth of planting? Not sure of variety as were given to me.

If given to you then it could be that tubers from one Ok and flowering and other may have been damaged when lifted.
The theory that paenies dont like being moved is due to the fact that tubers are often damaged when lifted.
If the whole plant is moved without any damage then they usually transplant ok.
