We would to move our hydrangea to make way for decking, or be able to prune hard back so that it becomes a feature of the decking.

You can prune it hard back - next April! And you will lose a year's flowers until it recovers. If you want to move it instead, do it in October, when it's dormant, keep a good rootball round it. Water well before and after, don't prune till April.
