my camellia has curling leaves but something very small is eating it. Is this a disease or insect

that sounds like either a moth caterpillar or a fly maggot. Have you carefully tried opening the curled bit to see what is inside?

If only a few are affected and you aren't too worried just leave them. if a lot of the plant is affected then you can spray with an insecticide but personally I don't as moths are n serious decline.
