Thanks to everyone who identified my ragwort. Now for question 2. These "apple" like thing are growing on my neighbor's tree.
Can anyone id them please ?

Quinces or Japonicas is my guess. Does the bush have orangey pink blossom in Spring.

Some people make Quince jelly out if them!

I think they are Chanomeles( Japonica) I don't think they are the right Quince to make good jelly.

You can make Japonica jelly too. I've made it a few times.
