I have been trying to grow poppies from seed indoors in cell trays. I didn't sow them outside because they have always been got by the slugs in the past.

I started them off on kitchen paper then put one per cell in a 40 cell tray in early March. About half of those survived till now, but the problem is that they have developed leaves and should be about one inch tall but instead the leaves (about four) are just lying flat, the seedlings are not standing up at all.

I don't know what has gone wrong, any help would be appreciated. Is it too late to start again for this year?

Mine do this too but they then continue growing. they seem to have a thin stem that elongates away from the root. dont over water them in case they 'damp off '. which poppy? are they anual or perennial? they do have similar growth patterns.
